The briefing pack is not a substitute for the full report. It is the meeting paper: boundary, three or four headline tables, two figures, a page of judgements, and a page of requests (budget for meters, a restatement, a site visit).
We prepare it only from a frozen inventory or from a report already in draft. We do not invent a board pack from marketing copy.
